The incumbent US insurance-data utility (part of RELX), supplier of contributory databases and prefill to carriers — C.L.U.E. loss history, Current Carrier, MVR/driver data, and property analytics. 37+ years of contributory-solution operation (company-stated) and relationships with the top 25 commercial auto carriers. Relevant here for one product: Current Carrier® Commercial, launched 2026-06-16.

Current Carrier Commercial is “a contributory commercial auto policy database solution that brings together prior policy details from participating carriers into a single, standardized source for policy and coverage verification.” Returns policy details, policyholder info, vehicle details and driver details; identifies undisclosed vehicles and drivers, verifies prior insurance, detects coverage lapses. Claimed effect (extrapolated from the personal-auto equivalent): “up to a 33% increase in drivers found and up to a 22% increase in vehicles covered.” Framing stat from the launch: “68% of insurers believe that up to 30% of their commercial insurance claims may arise from undisclosed drivers.”

Notes

  • ⭐ Why this matters to the thesis, and why it does not disconfirm it. policy-ingestion-requires-a-data-rail holds that the US has no policy-data rail, so portfolio ingestion is a funnel gate rather than free acquisition (H-INS-10). Current Carrier Commercial is the closest existing counterexample — a genuine standardized commercial policy database — but three structural limits keep it out of reach for the check-up funnel: (1) commercial auto only, not the BOP/GL/WC/property spread an SMB portfolio actually contains; (2) sold to carriers, with access “limited to participating companies and authorized affiliates” — a brokerage cannot simply buy in; (3) it is contributory, meaning access is earned by contributing your own book, which a new brokerage has none of. The rail exists, and it is closed to us by construction.
  • The revisit trigger is scope expansion. If LexisNexis extends the contributory model beyond commercial auto into BOP/GL/WC — or if a broker-accessible tier appears — the H-INS-10 calculus changes materially. Worth a scheduled re-check rather than a one-time verdict, in the same way axle’s funded commercial expansion is tracked.
  • Mechanism contrast worth carrying into the deck: the consumer-permissioned cohort (Canopy/InsurGrid/Axle/Fize) exists because the contributory model is closed to non-carriers. Credential-login scraping is the workaround for not being a carrier. That reframes the whole ingestion category as a structural consequence of who owns the data pool, not as a technology choice.
  • Not assessed: pricing (unpublished, enterprise), API/delivery mechanics, and whether the personal Current Carrier product has any broker-accessible channel.
